Supplemental Type Certificates, STCs are an approved change to an aeronautical appliance, an aircraft, engine, radio, etc., which in turn were issued a (type-)certificate as an aeronautical appliance.
In the case of engines, STCs are required to meet the requirements of FAR/CS 33 as well as FAR/CS 36, and as they are attached to an aircraft, they also must meet the requirements of the certification of the aircraft that they are installed on, following:
Part 25 for Transport Category aircraft
Part 23 for Light Fixed-Wing aircraft
Part 27 for Light Helicopters, or
Part 29 for Large helicopters.
Approval for design changes is undertaken under FAR/CS 21:
A Regulator (FAA, EASA, UK-CAA, etc.) enters into a process agreement at the commencement of a design change, confirms the specific set of regulations that must be complied with, including the amendment status that applies. It is a very well-defined process, and can be daunting on first efforts as the evaluation is... rigorous.

deltaBurn has commenced preliminary discussions and briefings with a major National Airworthiness Authority, NAA, that happens to have a long history of supporting innovation and technological advances. We are evaluating the most effective manner to get the keystone STC out of the door and to extend to a globally effective change to the use of jet fuel, and CO2, NOx emissions.
